What is Plan Vallejo?

Plan Vallejo is a Colombian economic policy program that allows companies to import raw materials, supplies, and capital goods free of customs duties, provided that they export products of an equivalent value. Originally conceived by Dr. Joaquín Vallejo Arbeláez, the program is designed to promote exports by reducing the cost of imported inputs used in production processes. In practical terms, companies that import goods to add value and subsequently export them may qualify for the Plan Vallejo program and benefit from exemptions on import duties and certain taxes. In return, they commit to exporting goods with a value at least equivalent to that of the imported products. Simply put, if a company imports raw materials worth USD 1,000, it must export products worth at least USD 1,000 to meet the program's export commitment.
